LEAGUE  BY-LAWS

ARTICLE 1.0    LEAGUE MISSION

1.1 - Mission Statement

    San Marcos Youth Basketball is committed to providing a quality recreational youth basketball program to the children of the City of San Marcos and neighboring communities.

1.2 - League Purpose

    San Marcos Youth Basketball shall operate recreational youth leagues as deemed appropriate by the Board of Directors and the City of San Marcos.  The league shall serve to prepare players for competition at higher levels, specifically local high schools including San Marcos High School.

1.3 - League Affiliation

    San Marcos Youth Basketball is not affiliated with any governing entity, but operates under the supervision of the City of San Marcos Community Services Department.

1.4 - Public Involvement

    San Marcos Youth Basketball encourages volunteer and financial support from the San Marcos community at large.  Local businesses are encouraged to provide financial support through Team Sponsorship and individual volunteers are welcomed in a variety of capacities.

 

ARTICLE 2.0    ELIGIBILITY

2.1 - Players

    All players are eligible for participation based upon compliance with current age guidelines and financial registration requirements.  All players must complete the registration process and provide all necessary information to the league, especially as relates to insurance coverage.   Any player may be removed from the league as a disciplinary action as deemed necessary by the Board of Directors.

2.2 - Coaches

    All coaches of legal age are eligible for participation when deemed in good standing with the league.  Coaches are not required to be the parent of a currently registered player and may participate within any age division as deemed appropriate by the Board of Directors.  Any coach may be removed from the league as a disciplinary action as deemed necessary by the Board of Directors.

2.3 - Volunteers

    The league shall operate as a volunteer based organization with all duties performed at no cost to the league.  The Board of Directors may select certain duties to be performed on a paid basis with funds indicated in the current approved budget.

2.4 - Cost   

    The Board of Directors shall determine and post the registration costs for each division and require full payment at the time of registration.  The President (acting on behalf of the Board of Directors) may authorize alternative methods of payment including but not limited to payment plans, goods and services for the benefit of the league and scholarships.

 

ARTICLE 3.0    ADMINISTRATION

3.1 - Executive Board

    The Board of Directors shall include the Executive Board.  The Executive Board shall serve on a one year basis and are volunteer.  The Executive Board shall include the President, Vice President, Treasurer and Secretary.  The duties of the Executive Board are outlined in the Board Member Responsibilities document, and are available for review upon request.

3.2 - Appointed Board

    The Board of Directors shall include the Appointed Board.  The Appointed Board shall serve on a one year basis and are volunteer.  The Appointed Board candidates shall be approved by the Executive Board and shall include but not be limited to: Directors (Fundraising, Sponsorship, Scorekeeping); Representatives (Division Representatives); Coordinators (Team Parent, Media, Uniforms & Awards, Gym Scheduling, Picture Day).  The duties of the Appointed Board are outlined in the Board Member Responsibilities document, and are available upon request.

3.3 - Meetings

    The league shall schedule and post dates for regularly scheduled meetings.  Meetings shall generally be held monthly occurring on the second Monday of each month, at a time and location determined by the Board of Directors.  The regularly scheduled monthly meetings are open to the public and are conducted by the President, or an alternate Board Member should the President be unavailable.

3.4 - Records

    Meeting agendas and minutes are produced for each regularly scheduled monthly meeting and a twelve month history of these documents is available upon request.  The Board of Directors shall prepare a proposed budget on an annual basis and make the budget and current financial report available upon request.

 

ARTICLE 4.0    ORGANIZATION

4.1 - Board Responsibilities

    The Board of Directors shall perform the duties outlined in the Board Member Responsibilities document referenced herein and may be removed from the Board as a disciplinary action as deemed appropriate by the remainder of the Board of Directors.  The President (acting on behalf of the Board of Directors) may assign other duties deemed appropriate for the successful operation of the league.

4.2 - Conflicts and Disputes

    The Board of Directors shall resolve all conflicts and disputes for the good of the league and to maintain the successful operation of the league.  The Vice President (acting on behalf of the Board of Directors) shall serve as arbitrator for all disputes including but not limited to player disciplinary actions, coach disciplinary actions and removals from the league.  If officially named in a dispute or conflict, the Vice President shall defer his responsibility to the President.

 

ARTICLE 5.0    DISSOLUTION

5.1 - Restrictions

    The league may be dissolved upon a determination by the Board of Directors that the league can not maintain an appropriate financial condition or that insufficient interest exists for the continuance of a youth basketball program in the City of San Marcos.

5.2 - Records

    Upon a determination to dissolve as referenced herein, all existing records shall be organized and delivered to the Community Service Department of the City of San Marcos and shall be made available upon request.

5.3 - Funds

    Upon a determination to dissolve as referenced herein, all existing monies shall be utilized to pay all obligations of the league.  All remaining monies shall be transferred to the City of San Marcos, for the exclusive use in youth sports related activities
